Frank Kwan
Frank Kwan retired in 2019 after 25 years leading the communication strategies for the Los Angeles County Office of Education, the largest regional agency in California serving 80 school districts. He led an award-winning team providing, strategic planning, crisis communications, and marketing support to the County Office and its client districts, ranging from the Gorman School District (59 students) to the Los Angeles Unified School District (565,000 students). He also served as the Executive Director for the Los Angeles County School Trustees Association, with more than 500 k-12 and community college trustee members.
Frank has conducted comprehensive communication audits for school districts and regional agencies across the United States and Canada. He is currently a communications consultant for school districts and a special education management consulting group. He is a past President of the National School Public Relations Association, and on the Board of Directors of National PTA. His previous career was in broadcast news, and his work was recognized with four Los Angeles Emmy Awards. He holds an Accreditation in Public Relations (APR).
Frank serves on the Board of Directors of the Sno Isle Libraries Foundation, Chair of the Pasadena City College President’s Asian American and Pacific Island Advisory Committee, an Emeritus Board Member of the University of Southern California Alumni Association and a member of the Whidbey Island Preparedness Group.
